No – This maximum only applies to the use of electric power; riders can travel beyond 15mph with pedal power alone.A pedal sensor ensures that electrically assisted power is cut when speed exceeds 15mph.

Generally speaking yes most car rack manufacturers allow 25kg per bike. However its worth checking as there are exceptions. You can also remove the battery from the bike, on most models, to make it lighter and less strain on the arms when mounting it!
